Why Dimensions Do Most of the Work at 20KB

At 20KB there is not enough budget for the compressor to solve the problem alone. Recommended Settings for 20KB

Use Balanced mode with resize enabled at roughly 500px on the long edge. If the form also specifies dimensions in pixels, crop to those dimensions first, then compress — compressing before cropping wastes bytes on parts of the image you are about to discard.

Resized but still too large

Dimensions alone rarely close the gap. A 500px image saved at maximum quality can still exceed 20KB; the compression setting has to come down as well.

Stretched or squashed result

Forcing a specific width and height without matching the original ratio distorts the picture. Crop to the required ratio first, then resize.

Enlarging to hit a dimension

Scaling a small image up adds pixels without adding detail, producing a soft result and a larger file. Start from the largest original you have.
